This position is Hybrid and eligible for telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) is responsible for independently performing a variety of complex analytical work relating to the recruitment activities for DGS. The position assists in the development and coordination of strategic recruitment plans, marketing and outreach materials, facilitating the recruitment process, and completing minimum qualifications analysis for DGS programs and contracted client agencies, boards, and commissions, in accordance with Civil Service Merit Principle, the Selection Manual, the Examination and Certification Online System (ECOS) Users Guide, the Federal Uniform Guidelines on Employee Selection, all applicable laws, rules, and regulations, California Department of Human Resources (CalHR), State Personnel Board (SPB), and Memorandums of Understanding (MOUs), Civil Service Merit Principal and established office procedures and policies.

This position may be downgraded to Staff Services Analyst for recruitment purposes.  If downgraded, duties will be adjusted accordingly.

Knowledge of State government personnel related laws, rules, regulations, policies, and procedures affecting the recruitment and transfer processes used in State departments 
Experience using Microsoft Excel, PowerPoint, Survey Tools
Experience with LinkedIn Recruiter Seat
Ability to organize and establish workload priorities
Ability to reason logically and use analytical techniques to make recommendations
