Job Description and Duties

The incumbent works under the direction of the Staff Services Manager I of the Business Operations Unit B. The Associate Governmental Program Analyst (AGPA) functions as a highly skilled, technical program consultant and serves as the Project and Communications Specialist responsible for the overall coordination and integration of outreach and activities for the Office of Health Equity (OHE). The AGPA assists with developing the internal and external communication and outreach deliverables, tactics, and reviews legislative analysis on health equity proposed legislation. Performance of these duties involves interaction with a broad range of branch managers, specialized branch, and program managers.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required , and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of principles, practices, and trends of public and business administration, management, and supportive staff services such as personnel, and management analysis; government functions and organization; and methods and techniques of effective conference leadership.  
  • Ability to work with multidisciplinary professional and administrative staff and analyze administrative policies, organization, procedures, and practices.
  • Ability to analyze complex program implementation problems and develop effective courses of action to solve them.
  • Ability to communicate effectively, orally and in writing, with leadership, other state, and federal agencies, and CDPH partners.
  • Ability to analyze data and present ideas and information effectively both orally and in writing.
  • Experience in public health, public policy, health administration, and/or procurements. 
  • Practical knowledge of:

  • Microsoft Office Suites
  • Ability to work independently or cooperatively in a group setting. Ability to maintain proper computer files.
