Harris County Pollution Control Services Department (HCPCS) Mission

The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.

What You Will Do For Harris County Pollution Control

The Geographic Information System Analyst will analyze spatial data through mapping software and designing digital maps with geographic data and various other data sets. The GIS analyst will support the relationship between PCS and Harris County residents by working to provide creative, user-friendly, informative mapping tools for the public.

Duties and Responsibilities:

• Analyze spatial data using, mapping software
• Communicate data patterns and trends through spatial mapping
• Use ArcGIS online platform create online services
• Produce maps showing the spatial distribution of various kinds of data, including environmental pollution hotspots and ecological monitoring locations
• Develop additional mapping applications and tools when needed
• Special projects and other duties as assigned

Requirements

Education:

• Master’s degree in Environmental Science, Geography, Surveying, Engineering, Architecture, or related field from an accredited college or university.

Experience:

• At least three (3) years of experience as a GIS Specialist or related field
• Experience with various technology methodologies and applications

Licensure:

• Valid Driver’s License (TX upon hire)

Knowledge, Skills, and Abilities:

• Proficiency with ArcGIS desktop/ArcGIS Pro software and data management
• Proficiency with ESRI online products (online map, story map, trackers, etc.)
• Ability to effectively configure data
• Outstanding quantitative skillset
• Attention to detail and good problem-solving skills
• Analytical mindset.
• Excellent written and verbal communication.
• Good interpersonal skills and willingness to be a team player.

General Information

Position Type and Typical Hours of Work:

• Full time | Monday - Friday | 8:00 am to 5:00 pm.
• After hours and weekend work on occasion
• On call during emergency events, natural disasters, etc.

Reporting Relationships:

• Reports to Position: TBD
• Supervised Positions: NONE

Work Environment and Physical Demands:

• This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
• This is a sedentary role. However, some lifting may be required. This would require the ability to lift files 15 to 20 pounds.

Employment may be contingent on passing a drug screen and meeting other standards.
